Study shows aid flaws to Eastern Connecticut towns
"In an area where demographics are changing quickly, it's imperative the state makes strong efforts to use the most up to date," said City Manager Bob Zarnetske. "The people of Norwich and the people in all cities and towns across Connecticut have a right to expect that the state is not making decisions that affect people's lives based on outdated information." The state uses the U.S. Census data in those formulas -- figures that are outdated estimates that understate wealth and overstate poverty and include "group quarter" populations such as students in dorms, prisoners and nursing home residents. For example, distribution of state aid in fiscal year 2003-04 was based on 1989 census data because the 2000 census figures had not yet been released. The new figures that reflect the economic boom years of the 1990s weren't factored in until 2004-05.
